What do managers need to know about performance appraisal?

Performance appraisal could be one of the most important functions a manager performs. Without it, there is no way for the company to gauge how much effort each employee is putting forth to help the company reach its goals. I, for one, am of the opinion that the pay should be commensurate with the level of effort that is put forth on the job. At most jobs, however, this is far from the truth. In my own experience, I have found that favoritism holds a lot more sway than performance on promotions, raises, and many other rewards. The result was that those who were not the favorites ended up quitting, or, putting out sub-par performance. Thankfully, I have seen the results of such mismanagement and will not make them myself.

There must be some concrete definitions in the performace appraisal, otherwise someone's "effort" could be subject to the same soft politics that currently governs promotions, raises and other rewards.
