If 40% don't play taxes, how can 95% get a tax cut?

40% of the US adult population DOES NOT PAY TAXES. Senator Government, also known as Barack Obama, is proposing 95% of the country is going to get a tax cut. That means that Barack Obama will be sending a welfare check in the mail to 40% of the nation.
