Charles Rubin Jr. has used his business and legal education and training in the public and private sectors. He has been a university administrator, and a legal and economic development officer. He decided in 1999 to become a self-employed management consultant. He also operates a single-family residential home renovation and construction business.
Mr. Rubin majored in mathematics and minored in economics at Fisk, completing his bachelor's degree in 1965. Subsequent degrees in business management and law prepared him for a varied career that included administrative posts in human resources, academic administration, and in financial aid at Cleveland State University and Cuyahoga Community College. He served as vice president of fiscal and management affairs at Roxbury Community College in Boston, where he received a service citation from the Massachusetts Senate.
In addition, Mr. Rubin worked in the economic development division of the Cleveland Legal Aid Society. He also was executive director of the Glenville Community Development Corp.
In 1991, he completed a yearlong community college leadership development program as a Kellogg fellow. The League for Innovation in the Community College, the Kellogg Foundation, and the University of Texas at Austin sponsored the fellowship. Mr. Rubin has published articles on issues that affect community colleges such as federal funding, access, tenure, and fiscal management in several academic journals.
