Performance has been restored. The problem seems to have been a number of expired login tickets which were affecting the response of the ticket database and therefore the performance of the system as a whole. The process responsible for periodically cleaning out the ticket database seems to have been quietly dying for some time. We are taking steps to fix the process so that tis will not happen again in the future.
We are not sure exactly what is causing the problem - it may be some issue with the database that holds tickets for everyone's login.
We will post an update once we know what the problem is.
