UPDATE: The issues with fsrpt were resolved by 9:15. CORRECTION: The database fsrpt was not down. The problem was related to user security as the security in fsrpt matched production. The script that changes security for the users was run manually and then the application was brought back up.
There were problems encountered with the nightly clone and the Database and PeopleSoft Administration teams are working through it. ETA is 10:00 am.
