But, what about all those kids that will let go of a balloon by mistake! - are their parents going to have to put up with a screaming child AND a fine????

I fail to see the problem. You release a bunch of baloons on purpose, you get in trouble. It is littering. Balloons can also float for quite some time and travel far from their area of release. Not good for various forms of wildlife that think the balloons look delicious.

From the article (this is the fifth paragraph in its entirety): The bill does not penalize accidental releases.Also, it's a bill that's been passed by only the house, so it still needs senate (and gubernatorial) approval.
Let's not get too panicky. Just don't litter in Vermont. It's too pretty to do that anyway.
