Iam married to an illegal immigrant and we just recentley had a baby girl 5 months ago and due to the fact that Iam a stay at home mother my husband is in despret need of a license for work purposes only. And from past expierenc I know for a fact that Pennsylvania gives auto insurance to anyone with out a social security number... I vote YES !!!!! for giving the license to immigrants. It would be nice to get some sort of data to see how many illegals do get auto insurance, but you have to assume it is very low.

It does not help them if they get arrested in any other state, a NYS driver's license won't stop the authorities from deporting the person if he/she was in the country illegally.

Why is it that everyone starts off by saying I am a (minority)-American? Also, why think that only the "conservative" Americans are the only ones complaining?

Third, 80 percent of your clients are hispanics, and you admit that they do not proper documentation to stay in the U.S. Perhaps you are fortunate you got folks that want to buy insurance. But what if they get into an accident? It still does not change the result.

You still need a Social for something. Plus when you buy a house, car, insurance, you are subjected to a credit check.

It is stuped to deni driver licence to any body iligal or legal. I've been in the U.S. since 1988
the first 3 years I drove my car with my Mexican driver licence and my liability insuance issued in New Mexico. after my MEX DL expired I had the opportunity to get a NM DL for 9 years, the first year i did not get insurance, for maybe $80.00 a month, I did get in to a accident, and I had to pay about $5000.00 dlls and $500.00 dlls to reinstate my DL. I learn frome there, that is cheaper to keeper (the insurane), then been paying for accidents. You may not get an accident ever but just in case is better to have DL and insurance.

My wife's driver licence expired 2 years ago, after 5 years of perfect driving record, in tennesse stop issuing driver licence to undocumented PEOPLE so she have to start driving w/o current driver licence to and from the kids school (AMERICAN CITIZENS) she got pulled over and got a ticket for no driver licence, when we went to court, the Judge said to us, I don't know wy the goverments are doing this to you, You probably are undocumented, but no criminal record at all and a clean driving record, now you have to pay $500.00 dlls every time it is sad, butis nothing I can do.

After we pay $6000.00 to $10,000.00 dlls a year in taxes, clean records for all most 20 years a house owners insured drivers, we can not have a driver licence.

I tell you all somthing, not just because 1 or 2 undocumented people become a criminal, all of us are the same way.

It's too bad really. It's a catch-22 pretty much. While there are some folks out there who obey the law and are good drivers, there are some who are not.

What are the percentages? If you get into an auto accident with an undocumented citizen, what are the chances of that person having the proper vehicle registration, insurance, and other paperwork? Probably low.

I wouldn't mind that good, law-abiding undocumented immigrants be given an easier way of attaining citizenship. Those that do not ought to be deported back to their home country.

Let me start by saying that I don't believe in driver's licenses; we shouldn't need a note from the State in order to travel, especially one that has become a defacto state (soon to be national) ID. That said, I'm not as upset by this as James, even though I'm staunchly anti-illegal. If the purpose is to reduce accidents, this could help, because immigrants will need to know traffic law in order to pass the license test... which of course should be given in English. Liability is a separate issue -- you need insurance to register a car. If an uninsured illegal alien has a liability judgement against him, perhaps he should be sold into indentured servitude until the debt is paid off...and then deported.

Hello everyone. I feel that if someone is to complain about illegals being in the country and come up with reasons why it's bad, I suggest you do your homework first. It's LEGAL to buy a house, car, insurance for home/car, go to college, have bank accounts, and credit cards to build credit. Some banks take certain ID's and TINs (Tax Identification Number) to open up an account. So for the comment about the credit check...Well, it's possible. People get financed for brand new vehicles EVERY DAY without a driver's license and or SSN. So, who's really to blame here? If the United States allows vehicles, houses, insurances, bank accounts and education to illegals lawfully, why is everyone complaining? If it's so bad, call your state representative and complain to them about what the U.S is doing and how the U.S. is only in it for the money and not for its citizens. Not all illegal immigrants are irresposible and uninsured. I can tell you that I know more U.S. citizens with DUI's, felonies, misdemenors and federal offenses than Illegals. What happens when you get off the freeway sometimes? Who do you see asking for money? I see veterans from war and U.S. citizens asking for money when they have a perfectly good SSN and Government issued ID. Why not get a job like the rest of us? Tax free? must be nice! But what I do see is some people who really want to work and feed their families or send money to them selling flowers, fruits and vegtables...Rain or shine. 40 degree weather or 115 degree weather. Why is the finger being pointed at the illegals? If you're going to point the finger...point it in the right direction and I hope it's toward the problem.

Note that the NYS DMV will accept valid foreign passports from immigrants, but what if an undocumented immigrant doesn't have one?

Not all undocumented immigrants have liability insurance. In a vehicle accident, the plantiff would have limited options. Over the course of the investigation, depending on the accident and circumstances, if the driver was found to be illegally here, then the state / federal would move to deport that person.

If a U.S. citizen committed an offense, you're looking at a fine and possibly jail time. If you are an illegal, a fine, jail time, then deportation.

Jeffrey, yeah, the national ID schema is big-brother nonsense. The license schema belongs under the purview of the states. I rather think that license tells everyone that you have passed the minimum requirements to drive a vehicle in the state.

Not matter how Spitzer or anyone else tries to justify it, to me it is a crime to continue to condone and enable people, ANY people, who are not here legally to continue to stay.

I have nothing against immigrants coming to the USA in a law-abiding manner. What I cannot and will not accept is allowing illegal aliens, "undocumented workers" (or whatever euphemistic label you want to give them), to continue to come into OUR country and expect to reap the rewards of citizenship without becoming a lawful citizen.

This is a good thing. Not all illegal immigrant are threats. Why are Hispanic illegal immigrants always looked as if we were terrorists? We didnt maken the attacks, nor did we help them do it. We helped clean it up, and will help to rebuild ground zero. I understand not all illegal immigrants are good, but i think they should come to a happy median, were if a criminal record is found, depending on the the case a license shouldn't be issued. Transportation is a necesity for everybody. There's many US citizens claiming, that because of hispanic immigrants, they dont have a job. Why dont they go and pick apples, tomatoes and oranages? Because they want a job well paid without the proper education, and they see us as escape goeats. They want all the illegal immigrants to leave? @ JANET, Illegal immgrants do in fact qualify for government aid. Specifically, Gov. Spitzer is now bending over backwards to have state Medicare cover illegals seeing chemotherapy. And, since it goes agaist federal law, there is no federal reimbursement. In 2006 alone, NYS taxpayers footed the bill for $175,000,000.00 to cover these treatments.

I am really not at all sympathetic to someone who illegally enters and remains in the US. If you want a drivers license, an education, medical care, go and get a visa, a work id#, and then contribute by paying taxes, just like everyone else does. How dare you come into this country with a sense of entitlement, wanting all the benefits of citizenship without bearing any of the financial burdens.

And, yes we are well past the pilgrims. But there were certainly immigrants turned away from Ellis Island, and in droves all throughout the 20th century.

As for the comment awhile back about Vietnam vets begging by the freeway, these people were DRAFTED (against their will) into the U.S. Military to serve in a war about as long and senseless as the Iraq war. If you really want to talk about people being discarded, look at the Vets.

If there are millions of inmigrants without SS, it is not their fault. It is the result of inefficient political desicions, made by conservative leaders, who are affraid of loosing power.

Why do Americans have to "legalize" the illegal immigrants? Why do they not undergo the process already in place? There is already an existing system and law.

You also suggest if we remove the cheap labor force the jobs will just be outsourced to other countries anyways. And how do you propose that will happen when the jobs that are often done (agricultural and construction) cannot be done from a foreign location. The workers must be on-site in the U.S. to complete their tasks. It cannot be done from elsewhere, not until Star Trek technology becomes reality.

I do not recall anything related to entering ANY country saying you can enter without obeying the laws of that country. Immigrants are one thing, illegal immigrants are very different.

My neice was almost killed by an illegal driver when she was 22 yrs. old. He went out of control and her scull was crushed. She has lived in a semi-coma for many years, costing my family almost everything they had. The man who hit her
had no license, no car insurance, and was let go!! She was not able to receive $1 in compensation!!
I would not want to see this happen to anyone else
over & over! What is the Govenor thinking?! Next thing you know, the illegals will be voting without social security numbers!!

Bob, well if it was an American driver who is uninsured, then the victim is basically screwed unless he or she has collision insurance or uninsured motorist (UM) coverage.

As for the uninsured driver, that person would face a fine and jail time, as well as legal consequence. In some part, you can still have some sort of legal recourse.

For an illegal, a homicide or drunk driving charge would be grounds for deportation. But I doublt you can get anything from legal or financial recourse from that person.

Tarsha: Gov. Spitzer issued an executive order changing the policy on licenses for illegal immigrants. It can be overriden by the state legislature but there's not enough votes. The GOP opposition is considering legal recourse to get the courts to overturn the policy change.

While we continue to debate whether illegal immigrants should be issued driver's licenses, do you believe that illegal immigrants should be given a chance despite entering this country via illegal means?

Yes, more than a majority want immigration reform, but no one wants to give quick citizenship to an estimated 12 million undocumented immigrants in this country. Do you really think it will be that easy to incorporate such a huge number of people in a short amount of time?

Equating illegal immigrants with illegal drugs does not make sense. You are implying that legalizing...say..cocaine and heroin, there will be no business for them...I really doubt that.

Also, there is still a majority of Americans still concerned about illegals coming thru the border. there are some that believe in law and order. there are some that are afraid of basic services being stretched too thin. there are some that are worried about govt services unable to support such an increase.

It's not that easy. Even if you want to reduce the criteria for immigrants to enter this country, you will still have some that will enter the US illegally regardless.

Every American citizen needs a social security number to get aloan,bank account even cell phone so why a double standard at tax payer expense. I do believe the system stinks. I believe in temporary workers being temporary. NO drivers license for Illegals this is rewarding people for criminal behavior. Will only increase ins. rates for Americans once again paying the price for illegals. Fix the system no work, no social services, no lisence If a company needs workers sponsor them for the alloted time needed. If a job continues let the employer pay for a legalization process for their workers. These people like some Americans think its the government responsibility to feed cloth and give them health care if not here working no reason for being here. Like children be able to afford them. Do not depend on the American citizen to fund your baby factory. Why do you think Americans have so few children anymore.

If Funny how those who are against immigrants ask us to go and get legalized, and get a work permit.
Tell you what, I have been here for 10 yrs. since I was 14, went to High School, and now I'm getting a college degree. I still have not been able to get a SSN, just because the US laws wont give it to me. Is not as easy as you see it. you don't just walk into an office and ask them for one.
I came here legaly, had a visa, and a valid passport. But we came looking for a dream, and are now looking to get legalized. We are not bad people, my mom has been able to buy a house and makes like 40k a year, I alsmo make good money without an SSN, but we are also paying taxes, so why couldn't we at least have the benefit of a DL?
at least it would be safer.
I did get into an accident 2 yrs ago, as a Passenger, and getting into an accident wont get you deported, becasue the records go to the insurance company not to the imigration offices.
I agree with Governos Spitzer, it would be easier for everybody, even for american Citizens.

I am a guyanese national, living in this country for several years without legal residence. I have been earning a living in this country honestly and have being paying my taxes like any legal resident or US citizen. I am a lic. real estate and a Mortgage processor/Account executive. I bought a house here in the US. I was given a drivers license and couldn't renew it because I don't have a ssn and was unable to get a letter from the ss administration. I was a safe driver during the time I was granted the priviledge to do so. My dream is to go to college and get into the law enforcement system here in the US. Not all illegal aliens as we are labelled, want to live off the government. The last time I checked, it was the lazy Americans, well dressed with all the latest styles and name brands that are standing in the lines with our tax dollars, using food stamps not the ILLEGAL ALIENS. They are the ones that are living on unemployment when they have what it takes to work. We are the ones that are working 12 to 18 hours per day to survive and not sucking the system. For me driving is not a WANT, it is a NECESSITY for my family and I. If God be for us, tell me who can be against us. It doesn't matter what the oppositions are saying. Jesus is in control and no one can prevent us from getting our drivers license once again. God bless Govern Spitzer and I do pray that the others will have compassion over us and stop treating us like we are not humans. We were all created in the likeness and image of God. We are not from another plannet so please stop treating us as if we are. Thanks.

Besides the many number of legalized immigrants, there is also a huge number of undocumented immigrants. Many people are for immigration and desire reform, but many do not want to give a blank approval to the millions of undocumented folks out there. Again, it is not an easy solution.

Spitzer's policy change only affects a certain number of immigrants. Does it mean that the millions of undocumented folk will travel to New York? Who knows?

Besides having a foreign passport (undocumented immigrants won't have that either), you also must have proof of residence too.

Why is it funny if we ask you to go through the process legally? Millions of immigrants have done it before you. Why should you deserve an exception to it?

I am sure we can work out the immigration rules and what not, but the problem is what to do with the 12 million undocumented immigrants living in the U.S. No one has a proper solution to it. You may think it is easy to give automatic citizenship to them, but you fail to see the bigger picture, the consequences and after-affects must be considered.

Puh-lease! My son had his NYS license revoked and was told he could get it back in November 2006. Seeing he was in Iraq with the US Army last November, as his POA I sent the paperwork. I got back a nasty-gram from the NYS DMV saying his driving record meant he can't get a license until May 2008. My son is a war veteran who spent 7 months of his life defending our country and was in a truck that got hit by an IED and he can't drive in New York. The main reason government exist, its number one, main "JOB" is "PROTECTING ITS LEGAL CITIZENS"!! Local government is the first tier of protection for legal citizens in this country, irregardless of what state and federal governments do. OUR police departments must be allowed to do their JOB. Mexico has armed guards on their southern border. Doesn't anyone know what Sovereignty is? I own a seasonal paint company and legally use imigrants from Mexico. They go home in the winter. Any company can apply for those. My competion cheats and uses Illegal immigrants which really irratates my employees. My workers don't have driving privilages where I live and they don't drive. I pick them up from the apartment complex they live at. I pay their rent and pay quite a bit to the government to cover medical emergencies and other expenses that workers staying here incurr. If we have no borders then I would prefer getting rid of social security, welfare, the right to get medical attention free, food stamps, and public schools. The reason for this is that none of these things were in place when my family moved here from Germany. My wife works at a hospital that loses Millions of dollars every year which makes people who pay for insurance pay higher premiums which leads to companies like mine not being able to offer insurance to my American employees. Local taxes where we live have doubled three times since I moved here to cover the cost of illegal immigrants children getting free school. I am not a racist! But I'd like to know what is going to happen when unemployment goes up to 10% or 20 % like under Carter. Then people will take any job. If their were no illegals my bids would go up to where they were and my employees would be paid more. By the way, the Mexican illegals still cost more than say an immigrant from El Salvador. If they open the borders I'll get twice as much bang for the buck by hiring people from El Salvador. There are no easy answers but handing out driving privilages ins't the answer. If I were here illegally I wouldn't go to the DMV because those records can be suppenoned and you could be deported. You will also need a passport from your counrty of origin. I seriously doubt many illegals have one. Maybe those of you here illegally should take the money you made here back home and help your fellow counry men since 20,000 american dollars equals well over 60,000 back in your county of origin, Mexico. That should be enough to start up your own company at home.

My parents and me came to this country about 6 years ago we tried to get the papers the visa back where we live and whAT DO WE GET ? the us goverment wont let us we tried about 5 times to get to the us legelly and pay everytime we tried all the us did was take our money and deny us but finally after a long time we decited to go ilegally i am not mexican i am polish and we pay our taxes and we follow all the rules and laws but we still cant get a dl or ssn and i dont live in NY but im hoping they weill do this for all the states

I live in New Jersey, and i am Ecuadorian national. This is for all those Americans almost or most of them right wing extremists (like those form the talk radio.. w abc...) who hate hispanics or immigrants. We all pay taxes, and No Ilegal Alien who does not have a social security or a green card qualifies for housing, food stamps, unemployment, finantial aid or scholarship...etc.. just beacuse the law does not allow and period. People who use those benefits are american citizens. We immigrants, if we dont work one day that means no food to be brought on the table or les money to pay for rent.
I think most of anti-hispanic-immigrnats hate our skin color or language. Of course, we are the majority of the minority, but also there are ilegal alien who are white(caucasian), but for them it is much easier to merge, ot melt in the masses and there is no questons asked.

Eventhough i work 7 days a week, pay my taxes and all my bills, attend college and pay for it from my pocket because i am not qualified for a finantial aid, and i am an excelent student. I can tell peoples' immediate interests involved.
As a rational person, I see few points here:

1) the US is a free market economy, as such it obeys the rule of the market: supply/demand. As long as there is demand for cheap labor, it will keep coming, in different forms: documented or otherwise, if demand is not met.

2) cause & effect, folks: to solve the problem of undocumented labor, you have to create conditions under which it will be unthinkable/impossible for employers to hire undocumented

3) this is all good, and you can pass laws to create a system that will satisfy the above. Main question - what to do with undocumented already here. This is civil rights issue and they WILL be granted their freedoms it's just a matte of when. This is an underclass of people just like the blacks were during civil war and then during Martin Luther King era. Society created the conditions for them to come here and THIS society is responsibly for the issue. It used their blood and sweat when it needed them, after all.

This retarded government, is unable or (and)unwilling to provide the laws. This emptiness gets filled up with so called "illegalness". Correct me if I'm wrong, but you are not criminal/illegal/GUILTY until proven so in a court of LAW, yes law and not fucking Lou Dobbs or Bill O'Reily who demonize poor, hardworking people trying to make it, working for a minimum wage.

What I don't like is someone coming here illegally, getting paid under the table, having lots of kids and now they are collecting welfare and food stamps. This is crazy. Don't mooch of our system.... PAY TAXES. I live in San DIego and see many people coming across the border and they cause the majority of the accidents and they have no insurance. I DO NOT WANT TO REWARD them with drivers licenses... what's next, they can vote. Soon they'll have all the rights we have but they still won't have to pay taxes. I came to the US from Canada in 1948 after waiting 2 yrs for proper immagration. At that time there was a Quota and Nonquota system. My dad was a self employed business owner and he had funds to support us during our move and residecy. We qualified under a Nonquota system. There were limits on how many people could move to US legally each year. This falls true to other countries also. If there was no Quota then we would have another Mexico City situation in Los Angeles (slowly starting to be that way).The US has to control the influx of foriegn nationals into its society. We cannot have a gang bang (pardon the term). How many people have tried to enter Mexico and look for a job, and not speak the language to boot. They find you working and you are booted out of the country rapido. How do I know this? I was married to a mexican national 20 yrs ago and had a legal visa. Mexicans have to get a visa from the nearest American Embassy if they wish to visit the US. In Mexico City, they issue only so many each day, and not everyone qualifys due to various reasons.I spent 3 yrs there and had the occasion to vist the embassy. People get impatient, especially if they are far away from a embassy like in northern mexico.or far south in Chiapas. One writer says he is here 10 yrs, went to high school and is attending college for a degree. His grammer and spelling is atrocious. I like to occasionlly mispell words intentially to make people think. It sharpens your intellect and makes people aware of others misfortunes. Oh yes people (vast majority) in mexico do not take driving lessons let alone have a license. Why should they bother in the US. I am retired in Baja Mexico 11 yrs and for LACV information Mexicans who drive into Calif have to have a border card,car registration, car insurance for the US and it has to have a vehicle smog inspection. A lot of little do do's. It is no freebe. There are an estimated 25000 americans in Tijuana/Rosarito area. Many comute to work in Calif 5 days a week. In addition there are hundreds of legal mexican workers also going to and from calif jobs. I sometime spend 2 hrs in traffic at the border in the morning hours. just to check my mail at the P.O. box in San Ysidro. Mexico is a nice country and could use a lot of improvement. The people are something else. It takes getting used to. Bottom line is that if you enter a country illegally do not expect to get special favors and treatment to get in front of the line. First, I would ask what country your Husband was from. If he was from Mexico or Canada, he can drive in the United States LEGALLY with the Driver's License issued by those countries. If he is from a country that has a DL that is not accepted on our roads and highways, well, that is just as easy to solve. he can obtain an International Driver's License from his country's embassy. So, what is the problem? He does not need a DL from any of our states. Sorry.

I don't think the Illegals themselves are such Criminals for just crossing the boarder. I think the law makers and Employers are the ones who are the Criminals.sure people should be screened because maybe 25% who come here are Criminals Most do come for honest reasons though To work make a better life for themselves and families I don't blame them I would probably do the same,But I would rather turn them away then discriminate against my own people Americans for capital gain. It's easy To say Americans don't want this Job or that Job when you have a Ivy league education and never had to be part of the labor force . they want to push these people into the Trucking industry and lower standards and wages that people fought to obtain for over 50 years Just like happened with so many other industries

If your here illegally and you damn well know it, and you want to have a better life here in the United States, then by all means, stop your bitching and moaning and do something about it. The very first thing you have to do is contact the Immigration and Naturalization Services and request all the forms needed to adjust your certain scenario. Then go find yourselves and consult with an immigration attorney. The bottom line is that I went through this process for my wife. It takes 3-5 years. A hell of a lot of money. And an awful lot of following ups. But since she had to earn her US Citizenship the "Legal Way", I believe every illegal has to earn theirs too. So stop all your whinings and cryings, and get up off your government assisted asses and do something about your miserable life.

What makes her thing that illegal’s will follow the law by insuring their cars when they are breaking the law to begin with by being here illegally…Issuing drivers licensing to illegal aliens is as irresponsible as Bankers on Wall Street approving home loan to people without social security numbers, and we know what happen there….What planet are these people living in!

I had my first colorado licence 21 years ago, i got it whilst i was on holiday in colorado, actually i was visiting my mother and stepfather and brother in colorado, by having the colorado licence i was able to drive my familys vehicles and not have to pay the expense of a hire car, 8 years ago i handed in my colorado licence for a florida licence, no problems at all, my family were now living in florida and it was nice for me to be able to use family vehicles.
Things are so different now, after 20 years of having a clean us licence i am now denied this right, apparently the terrorist had a whole bunch of licences from different states and somehow this played some part in the attacks on the world trade centre, also it seems the us anti imigration lobby jumped on the idea that illegal imigrants and terrorist were some kind of bedfellows.
Not many years ago when my family were transfered to florida we used to be able to visit and move around the airbase freely, we could walk from the house out the airbase main gate to the beach and back with nothing more than a hello how are you, things have changed soo much.
I dont think the denial of a licence makes the usa any safer from attacks and nor do i think it discourages poor people from trying to come here, if there really are an estimated 12 millon illegals then how many of them are driving without insurance? i know illegal or not i would rather have someone with a licence and insurance wrecking me than someone without.
I have a property in florida but i am not allowed a licence or id card anymore, to be exact i can have one that lasts 90 days but no more and then it has to be renewed,i have poblems issuing checks because i dont have a state id, my motor insurance costs nearly 400 a month.
Truthfully i am kinda fed up with it all and i have decided to buy property in canada and to invest there as well, i am tired of being treated like a criminal by the us authorities..

Here in Denver, I purposely will go out of my way to avoid areas where there are a high number of uninsured drivers. I don't want to take the risk of being in an accident where the driver will flee the scene.

unless you understand the undocumented, you will never knw the pain they go thru but they have no choice, they are the least to commit felons or crimes, some of them cant even fight for their basic human right. fighting for their children with the citizens because immigration agency will be called upon them, descrimination at work places, living in fear of being deported. driving with no licenses you name all the documents you need to be free. just be a good friend to them and you will be supprised to know how much pain they go thru. come on. am voting yes for the bill
