Senate to blow FEMA away?

OMG! Could a Senate panel actually be calling for the abolition of a useless (nay, counterproductive) Federal bureaucracy?

Well, maybe not:

The recommendations conclude that the Federal Emergency Management Agency is crippled beyond repair by years of poor leadership and inadequate funding. They call for a new agency - the National Preparedness and Response Authority - to plan and carry out relief missions for domestic disasters.

Meet the new boss, same as the old boss.

Well, not the SAME as the old boss. When you get rid of the one and create the other, there's ample room to slide several million dollars of funding in for the war.

That's what happened when they created the "Homeland Security" division. It's a great way to get the voters to go, "Yeah, fix the broken wheel!" and support it while the congresspeople are actually funding unpopular things.
