The proposal was so ill-conceived, i.e. likely to fail if it ever came to a vote, that even its natural allies did not support it. The real test will come when Gov. Strickland presents his "reform" proposal for public school funding. It's difficult to see how he can satisfy his base without proposing a tax hike.
