When I think about exercising EEO in the hiring process, its easier to think about it in the context of providing the prospective employee an opportunity to show how well they'd perform the job given the documented job requirements. Both for fairness and legality, this method ensures that not only do each applicant discuss comparable traits, but that an employer could then backup their employment decision in a lawsuit by showing how each employees answers compared.

I agree with your thoughts about how to exercise EEO. I think it is important to develop a method that is standard for all applicants to a job, and apply it to each without any bias. Using a standardized method increases the chance for equal opportunity, and can be easily defended if a lawsuit occurs.
