The U.S. Environmental Protection Agency has issued a report titled Light-Duty Automotive Technology and Fuel Economy Trends: 1975 Through 2005. There are several appendices with large amounts of data. If you are in the market for a new car, the most interesting information might be the appendix titled Model Year 2005 Name Plate MPG listings.
