Baby steps

The Saudi king has decreed that women in that country will be allowed to vote and hold office. Of course, women still face immense restrictions in that repressive and backward country due to the dominance of Islamic law, but this is progress nonetheless.

"Baby steps" infers a child learning to walk, lifting its feet high with little experience maintaining balance.

Saudi Arabia is closer to a petulant four year old dragging its feet, refusing to follow mom and do what she says...which is apt, considering their anti-woman idiocy.

Saudi Arabia has moved to a better condition, even though it is a baby step. But, France and others European countries has regressed by prohibiting burqa for muslim women.
