It was Gingrich who called poverty a "failure of citizenship" after hurricane Katrina. He may not have been saying it explicitly, but he was inferring then that those without money weren't qualified to be citizens.

He may not be openly speaking of non-whites now, but Jon Stewart's exaggerations don't seem that exaggerated.
